The Classic UI layout (`apps/web/src/components/layout/sidebar.tsx`) is completely untouched. Fluid UI is implemented as an alternate presentation wrapper (`FluidAppShell`) invoked only when a tenant has the `uiExperience: "FLUID"` entitlement.
Platform Admins can toggle between Classic UI and Fluid UI at the tenant level during onboarding or contract renewal. An optional tenant-level toggle lets HR Admins preview the experience before rolling it out to all employees.
